create a v$ view from x$dbgalertext table

Hello All,

Database version: 11g

I have to create a v$ view from x$dbgalertext table. With the help of this, non-sys users can also see database errors.

Now, my question is: What are the side affects of creating a v$ view ? - During upgrades (or) any other operations.

I tried to google this. No luck.

Request you guys to please share your thoughts. Thanks for your time!
