create a user and grant dba privilege on remote database

Hi All,

Is there a possibility to create a user and grant dba privilege on remote database

Suppose :

Server 1 with Database Test and the user here is testuser

Server 2 with Database Prod...

So, the user testuser should be able to access and do operations as DBA on Server 2 with Database Prod

Please help
DB : 10G
OS : RHEL 4.7
