Create a Help Link on a Page to Display Help Text

Hello Community,

I'm Using Oracle Apex 5.1.0.00.45

I'm looking to add a Help Link to a Region on a Page in to Display "Help Text" ( Step: 1 .... Step 2 .... Step 3 is what the Help Text would display to tell the user how How to Import Data from the page)

in a Modal or Non-Modal PopUp Page.

I have looked up several Videos; but still unsure of how to Accomplish this.

I'm not sure if a New Region on the Same Page should be Created or a New Page ? I tried to create Shared Component "Classic Navigation Bar Entries" as well

From the ScreenShot Below; a User would Click "Help" ( a Link ) then the Box Above would pop up displaying the Help
