crazy end support dates for Oracle SOA Suite

I review the end support dates for Oracle SOA Suite, I surprise found:

Oracle Soa Suite 12c extended support, will end on dec 2019
Oracle Soa Suite 11g extended support, will end on dec 2021

Some one know why????

the same thing for weblogic server, how i can propose a upgrade?
