CPU utilization reaches 100%

Dear All,

I have Oracle 10gr2 database 10.2.0.3 64bit on windows 2003x64bit.
The database is using only for image display accessing through web application. The server having memory 16GB and virtual memory is 2GB max is 8GB.
SGA_max and sga_target are set to =3G.

problem: now this server CPU utilization is reaching to 100% almost the time when using by users. Can you please guide me how to minimize the utilization of CPU because when it reaches 100% than server gets hang.
