CPU usage not more than 25% -PLease Help

Hi Guys

I have a 32-Bit Windows 2003 Box with 12 Processors (Cores) and 4 GB RAM, with Oracle 11.1.0.6 on it . The users were running queries on it and complaining about low performance

When i checked the CPU utilization , its not going beyond 25 % for oracle.exe process, no other process is utilizing much CPU and more than 70% CPU is idle. When i checked the Oracle EM Dbconsole , the alerts are popping with 100% CPU utilization (May be its considering 25% as 100%). I had checked this for hours , but Oracle.exe process never goes beyond 25%and it stucks there for hours even for heavy queries. when users stop running queries it drops between 1-5 %.

I tried google , not even 1 result with this kind of issue .

Please Help Me.
