CPU run queue waits...

I'm reviewing an article that states: When the number of run queue waits exceeds the number of CPUs on the server, the server is experiencing a CPU shortage.

Question I have is how do I determine the number of CPU run queue waits? (Oracle 10 on Linux RHEL-5, HP-UX 11.11, and Solaris 10)
