CPU patch and GENERIC RECOMMENDED BUNDLE for DB 10.2.0.4

We are planning to upgrade 10.2.0.2 to 10.2.0.4.
And found the 2 patches:

7592346 – CPU JAN 2009 DATABASE 10.2.0.4

7612639 - 10.2.0.4 GENERIC RECOMMENDED BUNDLE# 3

What the purpose of the 2 bundled patch? How could we decide which one should be applied?
