CPU configuration on a RAC cluster

We are constructing a 4 node RAC system with 3 separate database running on Linux servers. Is it possible to run the 3 instances on RAC while limiting the number of CPUs ?
I have a constraint of hardware, which consists of 4 servers, each with 8 dual core processors. It sounds odd, but can I configure the cluster to only use a total of 48 CPUs instead of the 64 available? I am concernern about the license costs.
