I received this email notification

Solution
-- To implement the solution, please execute the following steps::
Run in the Grid Control repository database, as sysman user:
exec emd_maintenance.submit_em_dbms_jobs;
commit;
But I have not installed Grid Control, I have only EM manager
Why is it happen?
