Couldnot start Oracle BI Scheduler service on Local computer

Hi

Im unable to start BI Scheduler Service.. When i try to go start->Programs->Oracle BI->Jobmanager->open configuration and give Machine name and Port No., following is the error message im getting

[nQSError:12008] Unable to connect to port 9705 on machine LocalHost
