Couldn't login per Oracle Secure Backup Login Web Gui

No problems by installation (SuSE SLES9).
I have access over obtool and EM Grid control.

During the input of username (admin) and password, nothing happens to Oracle Secure Backup Login Web Gui (login.php).

Any idea??
Do I need (test -) a license for the Backup of file systems?
