could not open registry key SOFTWARE\Oracle\ocr

I got into weird problems with Oracle Database 10g Release 10.2.0.1.0 on Windows 2003 server.
After reboot, the database is not mounted, nothing is written to alert.log. I was not able to find any reason, until i checked c:\oracle\product\10.2.0\db_1\log\monitor-ims\client\css.log

I do not use any cluster service nor raw devices. I restart the oracle service, the database is mounted and works fine, until next reboot. Anyone can advise how to get rid of that error ?
