could not login to http://localhost:8080/apex/apex_admin

i just install Oracle 11g and APEX 4 using detailed procedure as described in e15513.pdf
but after completing when i use the following syntax to connect to admin using apex admin login and password it could not login

http://localhost:8080/apex/apex_admin
