Could not locate or parse the .dbc file corresponding to the given Orc APPS

Hi Guys

I have installed the Oracle Discoverer 4i (4.1.48.08) for Oracle Application Release 11.5.10.2.

Now I am trying to connect to Oracle APPS EUL through Oracle Discoverer Admin/Desktop using Oracle Application users. I get the following error.

"Could not locate or parse the .dbc file corresponding to the given Oracle Applications instance"

I installed the Disco according to the Meta link Note: 364665.1

I applied all the patch....3201601 & 3451630 & APPS Security Patch 3622870

I setup FND_SECURE =ORACLE_HOME\secure
FND_TOP = ORACLE_HOME

Any Help appritiated.
