Could Not Locate OCI.DLL

Hi All,
I've Installed Oracle 10.2.0.4 On my Vista(64-bit) Machine .I am trying connect to database using PLSQL Developer/Toad but I am getting following error.

"Initialization error
Could not locate OCI dll

But I am able to connect to DB using SQL Plus.

MY <OracleHome>\bin folder is in PATH..What could be the isuue?
