Could not install Oracle Developer Tools - Please install Visual Studio before you proceed

I am trying to install the Oracle Developer Tools, Oracle Database Client 12c Release 1 installer.
OS : Windows 10 64-bit

I am on Visual Studio Enterprise v15.8.9. After I select the installation path, and select available product components, I get the following error message...

I of course have Visual Studio installed, I have it closed. I ran the installer as Administrator, I also restarted my computer and tried again.

I then tried upgrading to Visual Studio 15.9.1, but it makes no difference.

EDIT : I uninstalled Visual Studio, then install an older version, 15.7.6, and I get exactly the same error.

Please advise.
