CORE40.dll was not found

Hi everybody

I've installed Oracle Discoverer 4.1.27 on my PC running on
Windows95. My question is when trying to execute Admin or desktop
edition, error starting program appears. The error is "A required
.DLL file, CORE40.DLL, was not found". But the file is already
exist in c:/orawin95/bin.

What should i do to overcome this problem.
