Copy of Oracle 7.3 Enterprise & Licensing

Where can I get a copy of Oracle 7.3 Enterprise database for development purposes?

My application is an explorer for Oracle dB. It does not embed Oracle database into itself but uses the existing Oracle dB at runtime (client holds the licence to Oracle). Do I need to buy a licenced copy of Oracle for my app that does not store any data in Oracle or need it to run?
