Copy data from PROD to DEV

I have a requirement of pulling data from PROD to DEV db residing in diff boxes.
Issue:
=====
Table01@PROD
col1, [primary key]
col2 and [FK]
col3....colN

Table01@DEV
col1, [primary key]
col2 and [FK]
col3....colN

I am selecting records of table01@PROD in cursor and want to insert in Table01@DEV
Problem is with col2 that has referential integrity and value of col2 in PROD is different than that in DEV db. value of PK comes from NEXTVAL.

How to map col2 values in DEV db with that of PROD db?
