Coordinate conversion between Tokyo Bessel and WGS84

I got japan data in Tokyo Datum. After using SDO_SRID = 4301 and converting this to WGS84 (SDO_SRID= 8307), there seems to be an offset between the converted data and the reality of up to 400 meter.

Is there a better way, to converts this coordinates?
