Converting Text to Unicode Hex-Value in PL/SQL

Hallo,

is there any Function, or any way to Convert Strings/Chars
to the corresponding Unicode Hex-Value in PL/SQL?

For Example:
Converting "��" to "€âèí"

We use Oracle 8.1.7

It's very important, maybe someone can help me or have a hint
