converting key codes to Ascii values

can any of you guys tell me that how keycodes are transformed to make a ascii values of special characters.

like if i press Alt+9(numpad),the ascii value is generated is 9675.
the keycode of of this events are 18(for alt) and 33(for numpad 9).

how this 9675 value is generated?
