Convert UTF-16 string to UTF-8 or Hexadecimal

we are working on SMS Application .we are sending UTF-8 bit it's working fine but we are try to send UTF-18 then we got unknow string. any body help me how to convet UTF-16 to UTF-8 or Hexadecimal.
