convert Unihan data for U+20B9F to UTF8

Hi all,

Database: Oracle Database 12c Enterprise Edition Release 12.1.0.1.0 - 64bit Production.

PARAMETER VALUE

NLS_NCHAR_CHARACTERSET AL16UTF16

NLS_CHARACTERSET UTF8

we have string inserted in oracle database table. is this valid character ?
