Convert milliseconds to timestamp

Hi,
How do i convert milliseconds into timestamp format in oracle.
e.g i have 1284622826913 milliseconds ,how can i convert that into timestamp (e.g 16-SEP-10 09.16.11.995000000 +01:00) format.
what is the query for this.
