Convert initcap into lowercase

Hi,

I've a question about pl/sql:

¿why the oracle server(pl/sql engine) converts a varchar with the first letter in uppercase(initcap) into lowercase when process a dml statement that belongs a stored procedure?

Can anyone help me?
