convert DMS to DD

my Oracle Spatial developers are now starting to work with Google and need to convert our lat/long Degree-Minutes-Seconds to Degree Decimal..

I told them to try SDO_CS.TRANSFORM and gave them this example..

but that really confused them..

we are running Oracle Enterprise with Spatial version 11.2.0.2
