Convert BLOB to varchar2

As seen in many examples on the net, i split the BLOB into small chunks and use utl_raw.cast_to_varchar2 to convert them to varchar2; the problem is with characters like à, ò, è which get converted to unreadable symbols. What can i do?
The BLOBs i convert are the contents of plain text files, which i upload with Apex and fetch from column wwv_flow_files.blob_content
