Conversion of non english chars to English chars

Currently using utl_raw.cast_to_varchar2(nlssort('ŠøãÃåÃСОФИЯ','nls_sort=binary_ai')) to convert non english characters to english characters but it is only working for some chars like ŠøãÃåà but it is not working for bulgarian chars like СОФИЯ.

Kindly help how all language chars can be converted to english characters.
