conversion issue from single byte to double byte

Dear All,

DB version : Oracle 10g
Client : Oracle SQL Developer

i am facing an issue with oracle to_multi_byte function. although it is converting english alphabets and other symobols into double bytes but it is not converting japanese single byte into double byte characters.

Below is the sample data:
while converting トヨタカロ-ラナンカイ (カ into double byte the output has to be below:
トヨタカロ-ラナンカイ (カ

but the output which i am receiving is below:
トヨタカロ-ラナンカイ (カ

Please let me know if there is other way round.
