Controlfile incompatible

Hi I have a problem, I have a database declared and I try to create a new one but I have next problems:

-I only can startup in nomount mode and specifying pfile directory

-If I try to create a new database I receive this error
ORA-01501: CREATE DATABASE failed
ORA-01504: database name 'TEST' does not match parameter db_name 'ORA7'

And if I try to create a database with the same name I receive this:

ORA-01501: CREATE DATABASE failed
ORA-00200: cannot create control file '/oracle/oradata/test/control01.ctl'
ORA-7399: sfccf: file exists.

AND I CAN,T MOUNT, OPEN OR ALTER MY OLDER DATABASE,CAUSE I GET THIS:

CONTROLFILE VERSION 7.3.0.0.0 INCOMPATIBLE WITH ORACLE VERSION 7.0.1.0.2.0.0
so what can I do, i WAS THINKING ABOUT CREATE CONTROLFILE.

HOPE CAN HELP WITH THIS
