Control sending callback requests to external applications using IVR Adapter

When an outage with a corresponding callback request is restored, Oracle Utilities Network Management System builds a callback list.

The Generic IVR Adapter retrieves all callback requests assigned to the external application and inserts the callback requests to the TROUBLE_CALLBACKS table.

In order to avoid incorrect callbacks, the electric utility may require the operator to confirm an outage restoration, before making callbacks to customers.

The enhancement requests is to provide the ability to introduce a configurable time delay (in minutes), between the time an outage transitions to restored state and the callback request is inserted into the TROUBLE_CALLBACKS table.

This will allow the utility operator to take actions to confirm the outage restoration, before the callback request is inserted to the TROUBLE_CALLBACKS table and picked up by the external application for performing the callback.
