Consuming a ORACLE API/Webservice

Dear all,
I have a below format of webservice provided by my client, i need to consume it in my sharepoint visual webpart, kindly appreciate your help, as I have worked with SOAP Webservices , but below format is bit confusing, format is:::

Kindly help me and provide me supporting documents for accessing ORACLE APIs from Sharepoint -onpremise[visual webparts]
