Connectivity issue in SQL developer.

Hi,

I have installed SQL developer 64bit on windows 7. I am trying to connect to a 11g Rel 2 database. But connection failed with the below error:

Status: Failure - Test failed: IO Error: The Network Adapter could not establish the connection.

Appreciate your help on configuring SQL developer tool as i am new to oracle.
