Connection Type TNS - Network Alias Pulldown List is Empty

When trying to use Connection Type TNS for a new connection the Network Alias Pulldown List is Empty. I can make a connection if I use the Basic Connection Type with host, port and SID but not with TNS. Why is it that tools from third parties, e.g. Quest's TOAD, have better integration with Oracle RDBMS that Oracle's own tools?

I have tried resetting system variables TNS_ADMIN and ORACLE_HOME etc. but appears not to help. If I remember correctly my previously installed version of SQL Developer did work with TNS type of connection.
