Connection to ancient legacy database

Hello

I need to connect to a super-ancient version Oracle database, 7.x.

I was given a Virtual machine with XP to use as access point, but I do not have an IDE.

What is the latest version of SQL Developer that connects to oracle 7, and where (if) can i find it?

Oracle7 Server Release 7.3.4.5.0 - Production
