connection timeout

hi guys ,

today my manger told me there is database the vender can access it vie VPN but when we try
to connected to it vie toad the error message appear there is timeout ,so he told me tomorrow i need you to solve it
is this allowed when vender connected remmotely by vpn but i can't

oracle database 11g.2 RAC env in linux 5 centos

is this means i try to connected to the instance was off and the vender connected to live one???
