connection refused while connecting to cloud database service

Hello All,

I am using a jdeveloper 11.1.1.7 version. I am trying to connect to oracle cloud database service and i have also created a database instance and account.

I am currently using this blog as a reference https://blogs.oracle.com/fadevrel/entry/java_cloud_service_adf_web

The place where i hit road block is, i couldn't understand where to look, for the highlighted option in the below picture.

I need help in finding the right url to use and also whenever i give the hostname and port as mentioned in the dbservice of my cloud, it gives a connection refused error.
