"connection refused" when trying to log ssh after installation Solaris 10

Any ideas why I can't log using ssh?

For:
# ssh 127.0.0.1

I get:
ssh: connect to host 127.0.0.1 port 22: Connection refused

My IPFilter settings for now are (/etc/ipf/ipf.conf):

pass in on eri0 all
pass out on eri0 all

pass in on lo0 all
pass out on lo0 all
