Connection refused when attempting to connect 127.0.0.1:80 error

Dear All,
I just wanted to share solution to this problem as i was facing it from 3 days and now finaly solved.
First of all this error is totaly related to IIS.If you are using window xp home edition then install IIS.Then follow steps taken in this site

Hope this will help somebody like me.
