Connection refused

Hi All,

I have just installed the jdeveloper(p4045639_11i_GENERIC.zip) to develop the OAF pages. When I try to create the database connection I got following error.

Io exception: Connection refused(DESCRIPTION=(TMP=)(VSNNUM=169870080)(ERR=12505)(ERROR_STACK=(ERROR=(CODE=12505)(EMFI=4))))

I gave the correct username, password, hostname, port number and SID value. And I placed the .dbc file in secure folder. What would be the problem here? Would you please let me know if there any other settings that we need to do for database connection?
