connecting to Oracle XE 11g as normal rights user

Hi all,

I have installed Oracle XE 11g in my office laptop (Windows 7 32 bit) in administrator account. I use SQL developer to access.

However when I try to login using my normal user account, I cannot open the Oracle homepage(http://127.0.0.1:8080/apex/f?p=4950) and any oepration I do using SQL developer throws error 'Databse not open'

When I try to 'Start databse' from the Start menu, it prompts for admin password which I dont have.

sqlplus / as sysdba in the command prompt says insufficient previliges.

Is the problem because my database required admin rights to run each time?

Is there any way for non-admin users to start and use the database? (Everytime I need admin password I need to go through the IT helpdesk which is a very long process)
