Connecting to a remote database

I've install SQL Developer vers 1.2.1, build MAIN-32.13 on my computer. The computer is a ThinkPad, XP sp2. No other oracle stuff is installed on the computer. I'm attempting to connect to a remote database using the basic connection. I've entered the appropriate tcp address, port number and SID. However I keep getting -io error messages. I've verified that the port is open on both this machine and the machine I'm connecting to. I've installed the version which includes the JDK. The connection is to a machine requiring a VPN. The VPN settings are to acquire an address and acquire DNS addresses.
When I look at -run window I see the following messages:
Using ide_user_dir=null
Addin: Translator PlSql is trying to register a input type (.plsql) which conflicts
with translator PlSql who already using this file type
Error: the system cannot find the file specified.

Any suggestions regarding what I'm doing wrong or what I need to add?
