Connecting to a DB2 v8.x DB using SQL Developer 3.1

I am struggling with trying to use SQL Developer to connect to a DB2 database. I have installed the DB2 jdbc drivers and have verified all my settings with the DB2 DBA. When trying to connect, I get the following error "Status : Failure -Test failed: encoding not supported!! DB2ConnectionCorrelator: H0636491.F0FA.120221190913". I have opened a ticket with Oracle Support (SR 3-5328095251) but they have not been able to help and suggested I try this forum. Can anyone offer any suggestions? Thanks.
