Connecting through ODBC, SQORAS32.DLL not initializing

Hello,

I'm attempting to make a connection using ODBC (64bits) Administrator, and am being thrown this error:

Unable to load the oracle odbc driver installation routines on instantclient_21_13, system error code 126. Cannot find C:\instantclient_21_13\SQORAS32.DLL

I have checked the path and the file exists

Any help would be appreciated.
