connecting from remote as sysdba

Hi,

in 8.1.7.4 on Win 2003 machines
from a remote machine I have problem to connect as sysdba :

SQL> connect sys/***@mydb as sysdba
ERROR:
ORA-01017: invalid username/password; logon denied

SQL> connect system/***@mydb as sysdba
ERROR:
ORA-01031: insufficient privileges

SQL> connect user1/***@mydb
Connected.

What should be set in order to be able to connect as sysdba.
