connected to idle instance when oracle process are still running...

I installed only infrastructure tier of OCS. It was installed successfully.

Then from backend, i fired the command, ps -ef |grep oracle
It is showing all oracle process are running i.e pmon, smon etc.

But when i am firing sqlplus "/as sysdba" ,it is showing "connected to idle instance".

Where is the fault and how i should resolve this issue ?

Any idea.....Any help ?
