Connect to DB using Public IP Address

Hi,

Is it possible to connect to a Remote Oracle Database using Internet.

Scenario :-

Oracle Database (8i / 9i) in USA / Some other Countries (from our clients).

We need to develop Application using Forms / SQL*PLUS from India / other Countries.

Any pointers will be much appreciated.
