Connect SQL Developer to Localhost

HI,

I've downloaded the latest version of SQL Developer (4.1.3) but I can't seem to get it to connect my PC.

I've even created an MS Access database to try & connect to that.

The error is "The Network adapter cannot establish a connection"

I am the administrator user in the Laptops accounts but don't use a Password.

I can't find an answer on the Internet.

Any suggestions?
